The Organisational Development Group provides both strategic advice and day-to-day support and services to the Chief Executive and Corrections managers on:

  • Structural and culture change
  • Human resource management and development
  • Employee health and safety
  • Employee relations and employment law

The group employs around 280 staff.

The General Manager for Organisational Development is Vince Arbuckle.

Strategy and Policy
The Strategy, Policy and Service team is responsible for co-ordinating HR strategic and business planning, and the development, documentation and review of HR policy and resources. The team also provides organisational change support, oversight of the remuneration and performance management policies and frameworks, and integration of the equity, diversity and cultural responsiveness strategies into policy and practice.

Human Resources
In 2007 the separate HR teams from the Department’s three services (Community Probation & Psychological Services, Prison Services and Rehabilitation) became part of the Organisational Development group.

The HR teams provide:

  • Guidance and support to managers on strategic human resource management, change management, and capability issues;
  • Day-to-day operational advice on recruitment, performance management, the practical application of policies, procedures and employment agreements, and employment and relationship issues;
  • Training and development, pending the establishment of the Department’s Capability team.

In addition to the training and development function currently within the HR teams, a small Leadership Capability unit in the Organisational Development group manages the delivery of departmental programmes as well as co-ordinating some cross-departmental courses.

Payroll
Payroll co-ordinates payment each fortnight to more than 7,500 employees (including casual staff who work as and when required) in accordance with the terms and conditions of a range of collective and individual employment agreements. The Payroll team also provides employee-related information to managers and for internal and external reporting.

Health & Safety
The Heath and Safety team ensures that Corrections meets its statutory and contractual obligations to provide a safe and healthy work environment for its staff. The team is responsible for the strategic direction of national health and safety management and the development of best practice policies and procedures based on and supported by accurate information and risk analysis and management.

Employee Relations
The Employee Relations team is responsible for maintaining sustainable long-term employee relations within the Department. This includes developing the overall bargaining strategy, managing positive and proactive working relationships with unions, and providing a centralised source of advice on the negotiation and implementation of collective employment agreements and associated employee relations issues.

Employment Law
In addition to several staff with legal training, Organisational Development has its own Legal Advisor who provides expert advice on all employment law matters to other members of the Group and to managers across the Department.
