One of the key recommendations of the 2007 review of volunteer policy was to establish a forum for advising and consulting on all policy and operational matters impacting on volunteering. On 20 February 2008, the inaugural meeting of the Prison Volunteering Advisory Group (PVAG) was held, including representatives from Corrections, Prison Chaplaincy Service of Aotearoa New Zealand (PCSANZ), Prison Fellowship of New Zealand (PFNZ) and Prisoners Aid and Rehabilitation Societies (PARS).

The chief business of this initial meeting was to agree Terms of Reference for the Group, including purpose, function, representation, frequency and regular agenda items.
