Summary

This section summarises the detailed work plan for the 2004/05 financial year. This work plan is based on making additions to the existing functionality to bring it into line with existing business processes, or to make changes to bring it into line with changes proposed in business processes.

These changes for the 2004/05 financial year have been identified as the most important within Corrections for improving business operation, and also reducing organisational risk. Some of the priorities have been set in the manner below to reflect the refinement of business processes around Case Management that will occur in the 2004/05 year, and will be developed in 2005/06 and beyond.

Capital for this year has already been allocated as part of the IT work programme however has not been committed pending the outcome of this review.

Costs cover development, staff, secondees (but not backfill costs), and implementation.

The implementation of this work plan in terms of both content and timing will be governed by the business resource availability within Corrections for the definition of business requirements. These resources cannot be replaced by external resources, and are impacted by other demands within the Department (i.e. other business demands or legislative change). The approach to IOMS development is that critical business functions take priority over the system development, and if there is a resource constraint then system development may be impacted.

Development requirements

Descriptions of the development requirements in each area for development are listed below.

Note that much of this functionality already exists and what is covered in these descriptions is refinement of the functionality.

High Risk Offenders (HRX)

Include HRX register functionality in IOMS (currently an alert in IOMS with details recorded external to the system)

Training

Record NZQA statistics and print Certificate of Achievement

Attendance at Employment

Include payroll functionality, attendance and achievement reporting and links to Trust Accounting to enable automatic crediting to offender’s account

Community Work

Review functionality to improve usability and performance and fix existing faults around hours recording, allocation and reporting.

RoC*ROI

Refine and link all applicable PRNs to ensure integrity of calculation

CPS Offender Warning Register

Include OWR register functionality in IOMS (currently an external system)

Victim Notification

Replace current standalone systems by incorporating functionality into IOMS.

Board Orders

Review functionality to improve minor usability and performance issues

Drugs

Review functionality to improve usability and performance, and amend values of some lookups. Link to other IOMS functionality for efficiency.

Pre-Release Reports

Review functionality to improve usability and performance and include the following functionality:

  • data entry and display of due date information for completion of enquiry and report requests
  • a pre-release report for offenders serving HD sentences


Record Hours

Fix existing view fault and enable more specific capture of staff hours:

  • by category
  • by offender
  • Group Facilitator contact hours.

CPS Breaches

Review and enhance functionality to reflect current business processes and update CMS interface validations.

Offender Details

Revisit what offender information is captured to ensure it continues to be fit for purpose.

Sentence Planning

Update validations and existing business rules to reflect current business processes, and include functionality to capture Psych Services contribution to the sentence plan electronically.

Visits

Review functionality to improve usability and performance, and create links between:

  • visits functionality and offender’s IDU status, incidents and misconducts
  • visitor room capacity and a location schedule for booth visits with warnings when fully booked.

CPS Non-Association Orders

Streamline Non-Association Orders screen.

Programmes

Review and enhance functionality to reflect current business processes and fix existing faults.

Employment

Review functionality to improve usability and performance and update list values.

Placement

Review functionality to improve usability and performance, particularly when the programme course or employment shift details are changed, and fix existing faults.

Misconducts

Include Misconducts functionality in IOMS (currently a manual process).

Exhibits

Include Exhibits functionality in IOMS (currently a manual process).

Security Classification

Include re-developed security classification system for inmates.

Case Management Definition

Establish and define business requirements and policy for a Case Management System.

IOMS Word Processing

Provide users with access to a spell checker and rich text formatting within IOMS while entering free-text report content in additional fields.

IOMS Standard Navigation

Review and re-define standard navigation .

Document Management

There is limited document management functionality in IOMS.

Full document management functionality is being developed separately of IOMS. This will be integrated into IOMS as part of that project.
