Overview

This section summarises the work plan for the 2005/06 financial year. Although capital for this year has been earmarked in the 5 year IT capital plan, it has yet to be confirmed.

Again this work plan is based on making additions to the existing functionality to bring it into line with existing business processes, or to make changes to bring it into line with changes proposed in business processes

This work plan is tentative and based on requirements identified during the review. This work program will be impacted by the Case Management refinement being carried out and will be re-prioritised and confirmed after this is completed.

The implementation of this work plan in terms of both content and timing will be governed by the business resource availability within Corrections for the definition of business requirements. These resources cannot be replaced by external resources, and are impacted by other demands within the Department (i.e. other business demands or legislative change). The approach to IOMS development is that critical business functions take priority over the system development, and if there is a resource constraint then system development may be impacted.

Development requirements

Descriptions of the development requirements in each area of development are listed below.

Note that much of this functionality already exists and what is covered in these descriptions is refinement of the functionality.

CPS Sentence and Order Management

Review functionality to improve usability and performance, and to reflect current business processes.

NZPB Requests

Review functionality to improve minor usability and performance issues.

NZPB Notifications

Include link to Victim Notification Register (VNR) database and Home Detention hearings and other hearings with short lead times to the Offender Hearing Notification Letter generation rules. Fix existing fault affecting retention of all hearing details.

NZPB Decision

Review functionality to improve usability and performance issues.

Schedule NZPB Hearing

Review functionality to improve minor usability and performance issues.

NZPB Applications

Review application type values to cater for additional types e.g. revocation, early referral and re-hearing requests.

Case Notes

All applications require structured case notes linked to operational areas and intelligent case note search.

Assessment and Treatment

Assessment

Improve formatting and printing layouts and include enhanced functionality as specified.

Treatment

Review functionality to improve usability, performance, and to reflect current business processes, and fix existing minor faults.

Incidents - PPS

Review functionality to improve usability and performance, and to reflect current business processes.

Incidents - CPS

Include Incidents functionality to record details and report on incidents (currently recorded external to IOMS), and an interface with Police and CYFS.

Workflow Initiatives

Ideally, a Workflow Management system integrated with IOMS is required to gain the greatest efficiencies. The functionality that would gain the greatest immediate benefits from workflow are:

  • Allocation
  • Allocation of Referrals.


Alerts

Include all appropriate flags on Offender Header and flags or alert functionality to clearly signal Sentence Management regimes.

Interviews and Complaints

Include Interview and Complaints functionality to formalise the complaints process using IOMS (currently completed external to IOMS).

Movements

Review functionality to improve usability and performance issues.

TRI

Review functionality to improve usability.

CPS Enforcement and Applications

Review functionality to improve usability, performance, and to reflect current business processes, and fix existing minor faults, specifically to:

  • Non Compliance & Sanctions
  • Recall an Offender
  • Applications for Variation, Discharge, Revocation or Cancellation.

Reparation Reports

Review functionality to improve usability and performance, and to reflect current business processes. Fix existing report printing fault.

Case Management

Refinement and additions to the case management functionality already developed for IOMS will be developed as part of the review in 2004/05 and implemented during 2005/06
