Effective sentence compliance is when Pacific offenders:

  • complete their sentences and orders
  • comply with the restrictions of their sentences and orders
  • are positively motivated to comply with their sentences and conditions
  • experience appropriate consequences when they do not comply
  • are treated fairly
  • in the case of prisons, are incarcerated in a safe, secure and humane environment.

Progress to date
We know from current information, that Pacific offenders are less likely to breach the conditions of their sentence than Māori and European offenders.

We also know that Pacific prisoners are less likely than Māori or European offenders to be involved in prison incidents such as assaults, illicit drug use, self harm and attempted escapes.

Looking forward
Within both community and custodial environments, we manage Pacific-born offenders.  For these offenders, identifying and addressing language barriers will be critical to ensuring and improving the sentence compliance of Pacific offenders.

Looking forward we will:

  • continue to maintain low breach and incident rates
  • ensure that Pacific-born offenders clearly understand the conditions of their sentences and orders.

What progress will look like
We will know we are successful when we see:

  • continued improvements in the sentence compliance and completion rates of Pacific offenders and prisoners
  • less involvement in prison incidents.
