FReMO reinforces all those elements crucial to the provision of effective policy development and service delivery to Māori. FReMO is not designed to operate as an additional step that is added on after a project has been through the developmental process, but as an encompassing analytical framework.
This publication provides the rationale for FReMO and guidelines on how to operate the framework, with the expectation that users will develop expertise and dynamic linkages with Māori experts over time. Psychological Service and the Policy and Research Service of the Department of Corrections will also offer advice and assistance in the operation and use of FReMO.
The implementation of FReMO will be a challenge in the short to medium term, however this effort will be rewarded by increased effectiveness and creative interventions into the reduction of offending by Māori.
