The FReMO analysis outlined in the following pages is designed for the Department of Corrections use but may also be useful for other workers in the area. There are three parts to it.

A.  Analysis: The FReMO analysis (framework) model: How to achieve quality in policy and services to reduce Māori offending and enhance Māori aspirations.

B.  Basic Guidelines for using the FReMO Analysis.

C.  Case Studies to demonstrate applications of the FReMO analysis within the Department of Corrections.

Two prerequisites are needed for the framework to be effective:

  • Commitment from the organisation to include the achievement of equitable outcomes for Māori in the development and design of all policies and services.
  • Commitment to training in order to upskill staff in the use of the FReMO tools of analysis.
