Identifying eligible offenders

The NZPB liaison officer provides the PCO sentence planning and Unit PCOs with a list of offenders who have eight months until their parole eligibility date (PED).

Initial unit activities

Once unit staff have been advised that an offender is scheduled to attend a NZPB hearing, they should immediately complete the following steps.

2 Interview the offender and, if they choose not to appear at the NZPB, get them to sign the 'Waiver of right to appear before the NZPB' form (A.13.01.F3). Unit PCO
3 Identify and discuss with the unit manager whether an application pursuant to Section 107 of the Parole Act 2002 is to be made. Unit PCO

Complete the offender plan review.

Note: This review must be completed within 14 days from the date the NZPB liaison officer notifies the Unit PCO

Sentence planner - steps to take

Once the case officer has notified the sentence planner that an offender plan review has been completed, the sentence planner should complete the following steps.

Review the offender's file and offender plan reviews including the one completed by the case officer prior to starting the process.

Note: Information obtained during the file review needs to be confirmed with the offender, where necessary, as their circumstances may have changed.

Using the file information, complete and electronic version of the PRP worksheet, including:

  • personal details
  • behaviour and attitude
  • rehabilitation
  • reintegration.
3 Identify any information gaps and write questions for the offender, and/or others, on the page of the PRP worksheet, headed 'Interview Questions and Enquiry Sheet'.

Fill in the Residential Restrictions (RR) Checklist.

This information will tell you whether RR needs to be canvassed during the interview.

Save an electronic copy of the PRP worksheet in the 'Pre-release planning worksheet folder' under the offender's surname, then full first names.

Note: Each region should have a 'Pre-release Planning Folder' in their 'Sentence Planning Folder' with seperate folders for each NZPB month.

Print off the electronic copy of PRP worksheet to use in the interview.

Note: Information gained during the interview is written with a pen and updated in the PRP worksheet electronically after the interview.

Interview the offender, using the Prepare for Release Interview Checklist (SMP.6.F4):

  • inform the offender of the purpose of the interview
  • confirm information gained from the file review
  • confirm file information for reintegration and add any further information, if required
  • cover any other gaps in information.

If the offender meets the criteria to be canvassed for RR (from the checklist), provide information about RR using:

  • RR Information Checklist
  • Sentence Information - Parole with Residential Restrictions
  • Home Detention and Residential Restrictions - Finding Suitable Accommodation.

If the offender consents to RR, obtain informed consent using the Offender Agreement form.

Note: The offender may require time to consider RR or to identify suitable accommodation. Consent for RR does not have to be obtained for the PRP worksheet, it can be revisited when the parole assessment report is being completed.

10 If the offender signs the POI16 Offender Agreement form give a signed copy to the offender, place a signed copy in the offender's file and keep the original with the sentence planner.

Enter the information from the interview into the electronic version of the PRP worksheet, including a recommendation to CPPS whether residential restrictions should be considered.

Note: All sections of the worksheet must be filled in. This will show CPPS that each area has been covered. 

 12 Send the PRP worksheet to the PCO sentence planning for quality check.

Complete 'Advice to Unit Staff' (SMP.6.F8) and send to the unit PCO to action if:

  • referrals need to be made such as to Work and Income, reintegration worker, PARS etc
  • a change in category is made as a result of your interview
  • other assessments are needed
  • other action is needed for a robust and workable release proposal.
 14 Once quality checked and necessary changes have been made, fill in the coversheet and save a copy in the Pre-release planning worksheet folder (replacing the earlier version of the worksheet).

Email the PRP worksheet to the relevant CPPS area email address.

The email must include:

  • the worksheet filled out by the sentence planner
  • the due date (this will be one month out)
  • the name and PRN of the offender
  • the offender's proposed address.

The appropriate CPPS area is based on the release address provided by the offender. If the offender cannot provide a release address, it should be the CPPS area for the prison in which the offender is located.

Note: CPPS should receive the PRP worksheet no later than 7 months prior to the offender's PED.

 16 Complete the ‘Pre-release Planning Worksheet Checklist’ (SMP.6.F7) and place it in the offender’s file (in section A).  This will inform anybody working with this offender that the PRP worksheet has been initiated.
