Introduction

This chapter outlines the procedures for pre-parole liaison, which is the second stage in the pre-release process and initiated for offenders who:

  • are identified as high risk offenders (HRX) 
  • meet the offender warning system (OWS) criteria 
  • Community Probation & Psychological Services (CPPS) has significant concerns about their possible release from prison on parole.

The aims of pre-parole liaison are to:

  • formalise cooperation and liaison between the parties who are working with an offender prior to their release from prison on parole
  • reduce the risk of losing information that is critical to developing a robust and workable release proposal
  • address an offender's needs or put plans in place to ensure that these are addressed appropriately should the offender be released on parole.
