The diagram below provides an overview of the parole assessment process prior to the first hearing. Subsequent reports follow a similar process and involve similar tasks.

Types of parole assessment reports
There are four different types of parole assessment reports that Prisons Services (PS) and Community Probation & Psychological Services (CPPS) staff prepare:
- Full parole assessment reports are prepared when an offender is making their first appearance before the NZPB for a parole hearing.
- Partial parole assessment reports are prepared when an offender is making their first appearance before the NZPB for a parole hearing but there is insufficient time to complete a full report (PS only).
- Second and subsequent parole assessment reports are prepared when an offender has previously been declined release on parole and is making further appearances before the NZPB for a parole hearing.
- Specific parole assessment reports are prepared when the NZPB has a specific query about an offender, or when the Department wants to provide specific information to the NZPB.
Note: If residential restrictions (RR) are being canvassed, an appendix to the parole assessment report must be prepared.
