Partial parole assessment reports are prepared by PS when an offender is making their first appearance before the NZPB for a parole hearing but there is insufficient time to complete a full parole assessment report.

When this report is required 

Typically a partial parole assessment report is completed when:

  • an offender has spent a significant period of time on remand and, following sentencing, has a parole eligibility date that is less than 15 weeks prior to the hearing.
  • there has been a variation in an offender’s sentence which has led to a parole eligibility date that is less than 15 weeks prior to the hearing.

Note: CPPS are not required to complete any sections of the partial parole assessment report.

Timeframes 

The partial parole assessment report is initiated and completed by PS after the NZPB administrator has notified PS of an offender's eligibility to appear before the NZPB.

Due to the nature of partial parole assessment reports there is a minimal period of time to complete a report.  The report generally needs to be completed immediately and every effort made to return it to the NZPB no later than three weeks prior to the hearing.

The partial parole assessment report document includes the following sections:

  • Current personal circumstances
  • Offences and sentences
  • Prison history
  • Summary of progress during sentence.

The IOMS workflow (data capture) sections include:

  • Parole assessment summary
  • C - Prison history
  • E - Summary of progress
  • Sources of information & attachments
  • Finalise request.
