The subsequent parole assessment report is an update of the full parole assessment report. The content and the preparation of the subsequent parole assessment report are very similar to that of the full parole assessment report.
The difference between the full and second and subsequent reports is information about:
- the offender’s behaviour and attitude since last appearing at the NZPB hearing
- progress made against the NZPB's previous recommendations
- any other relevant information about the offender since their last appearance before the NZPB for parole.
The sections of the subsequent parole assessment report prepared by CPPS are prepared as they are for the full parole assessment report.
When this report is required
Subsequent parole assessment reports are prepared for offenders that have previously been declined release on parole and are making subsequent appearances before the NZPB to be considered for release.
Timeframes
The preparation of a subsequent parole assessment report commences as soon as PS are notified that a further hearing has been scheduled or 15 weeks prior to the next hearing (whichever is later).
Where a subsequent hearing is required, the NZPB will schedule this no sooner than eight weeks from the previous parole hearing. This provides:
- two weeks for PS to complete enquiries, interview the offender and finalise the report
- three weeks for CPPS to complete enquiries and prepare the final release proposal
- three weeks for NZPB administrative processes.

Note: Both the sentence planner and the probation officer provide input into the Release proposal section but the probation officer is responsible for the final version of this section.
