If the NZPB determines to monitor an offender’s compliance with their conditions of release, they may ask CPPS for a progress report on the offender’s compliance with the conditions. This may be irrespective of whether the NZPB is requiring the offender to attend a progress monitoring hearing.
Report purpose
The purpose of NZPB progress reports is to provide the NZPB with information about the offender’s compliance with the conditions of their release from prison.
CPPS notification
CPPS will be notified of the requirement to produce a NZPB progress report:
- in the NZPB decision register, and
- via an email to the applicable area manager.
Note: The probation officer supervising the offender must ensure that they check the NZPB decision register in IOMS to determine if a progress report is required.
Timeframe
The NZPB will provide at least 15 working days notice for the preparation and submission of the progress report. CPPS must compete and send the report back to the NZPB at least 10 working days before the hearing.
Note: The NZPB may not ask for a progress report from CPPS more frequently than at 3-monthly intervals.
Copy to the offender
Once the progress report is completed, the probation officer should provide a copy of the report to the offender.
Note: The NZPB will also formally provide a copy of the report to the offender.
Sending the report to the NZPB
The completed progress report should be sent to the applicable NZPB administrator in the region in which the offender is residing.
Report format
Using the NZPB progress report functionality in IOMS, the report will contain the following:
- front cover
- order details
- progress and compliance with standard conditions
- progress and compliance with special conditions
- other relevant information
- conclusion
- attachments
- sources of information.
Report content
The report should be prepared in IOMS and include the following information:
- front cover:
- date report written
- location of board
- offender’s details
- order and order length
- date of NZPB progress hearing (if applicable)
- order details:
- order
- location of release
- offences
- order end date
- special conditions
- progress and compliance with standard conditions:
- comment on progress and compliance
- comment on any enforcement action taken
- progress and compliance with special conditions:
- comment on progress and compliance
- comment on any enforcement action taken
- comment on progress of any intervention or counselling
- include feedback from programme facilitators or counsellors, where possible
- other relevant information:

- positive or negative events that have occurred during the period since the NZPB last monitored the offender’s progress
- feedback from sources of information listed in this section
- compliance with any other concurrent sentence, including the fines/reparation payments and activities carried out as a result of restorative justice processes
- any further offending (convictions since sentencing or active charges)
- concerns raised by police/CYF or other agencies regarding safety/risk to public (including any progress made to address these concerns)
- conclusion:
- comment on overall compliance and progress
- note any proposed changes to conditions of order
- include whether variation or cancellation is considered appropriate and reasons for and against this.
The report must be signed and any attachments to the report listed. List all sources of information. They can include:
- support people
- family/wh?nau
- sponsors
- occupants of release address
- employer
- agency liaison people
- CPPS staff
- police
- programme providers.
