Installation and Setup of Electronic Monitoring Equipment


Introduction

This chapter outlines the process for installing and setting up the electronic monitoring (EM) equipment for community detention (CD).

Timeframe

Installation and setup of EM equipment for CD must be completed prior to, or at the commencement of, the offender's first curfew period.

The court will have been asked to impose the first curfew period to commence no less than three working days after the day of sentencing.

Where possible, installation and set up of EM equipment should be scheduled during core working hours.

Who is responsible?

The senior community work supervisor is responsible for carrying out the tasks necessary to install and set up the EM equipment for CD.

Steps to take

The following table outlines the steps for the senior community work supervisor to take to set up and install the EM equipment for CD for a given offender.

On the day of installation, collect the EM equipment as per the instructions of the EM company. Ensure that the courier box the equipment is received in is retained.

Proceed to the curfew address in accordance with the EM installation instruction to report (ITR).

Identify yourself, then enter the curfew address and establish and confirm the identity of the offender.

Install the EM equipment and fit the anklet (PID) in accordance with the technical guide for community detention.

Complete range test to set and test the monitoring boundaries.

Do a final check with the offender of the comfort of the anklet and their understanding of the EM process.

Finalise installation with EM company via phone call to the monitoring centre.

Note: This must be prior to the commencement of the first curfew.

Installation confirmation

In all cases, the senior community work supervisor will need to confirm the installation with the EM company.

Upon receipt of this confirmation, the senior community work supervisor should input this information into IOMS casenotes.

Installation problems or equipment faults

If the senior community work supervisor is experiencing difficulty installing the equipment or there appears to be a fault with the equipment, then:

  • consult the Technical Guide for Community Detention for troubleshooting information, and
  • contact the monitoring company via phone to identify and resolve the issues.

If a solution... then...

is forthcoming

complete installation and setup of EM equipment.

  • cannot be found while talking to the monitoring company at the curfew address, and
  • the installation problems appear to be due to faulty equipment
  • re-schedule the EM installation
  • make an immediate request for an equipment swap-out while speaking to the monitoring company
  • email the CD3 Faulty Equipment Swap-out Request to the monitoring company upon return to the office, and
  • pack the faulty equipment ready for dispatch to the courier company.

Note: If the curfew is scheduled to start immediately, contact the service manager while at the curfew address for direction.

Note: The senior community work supervisor will need to re-schedule the installation if:

  • the installation is being carried out after core working hours, and
  • the issue cannot be resolved immediately by the monitoring company.
