Introduction

This chapter outlines the process for preparing for the setup of electronic monitoring (EM) equipment for community detention (CD).

This process occurs whether or not the offender is ultimately sentenced to CD.

This preparation commences prior to sentencing, and concludes one working day prior to sentencing.

Roles and responsibilities

The following table outlines the CPPS staff members who have a role to play in pre-sentence EM preparation, and their responsibilities.

Pre-sentence report writer

  • completes the CD8 Pre-allocation Notification when CD is canvassed or recommended in a pre-sentence report (i.e. a CD appendix is prepared), and
  • forwards this to their service manager.

Service manager

  • forwards the CD8 Pre-allocation Notification to the appropriate senior community work supervisor; or
  • if the curfew address is in another CPPS area, then forwards the CD8 Pre-allocation Notification to the appropriate service manager who in turn forwards this to the appropriate senior community work supervisor.

Senior community work supervisor

  • determines and advises duty probation officer of available EM installation times (in order that an instruction to report (ITR) for EM installation can be issued to the offender when they report within 24 hours, if CD is imposed).


Steps to take

The following table outlines the steps for the senior community work supervisor to take to prepare for the set up of the EM equipment for CD for a given offender at the pre-sentence stage.

This process is designed to assist senior community work supervisors in pre-planning and organising their workload so that they have sufficient time for actual EM installation, should CD be imposed.

These steps must be completed at least one working day prior to sentencing.

Receive the CD8 Pre-Allocation Notification from the service manager that CD has been recommended or canvassed for the offender.

Find out the Recommended:

  • curfew address,
  • curfew period, and
  • commencement date for curfew period.

Determine suitable EM installation times and the name of the senior community work supervisor who will complete the EM installation for the offender.

Note: EM installation must occur prior to the beginning of the first curfew period.

Advise the duty probation officer that the offender may be sentenced to CD, and provide available EM installation times and name of senior community work supervisor.


Note: Consideration will need to be given to assigning an appropriate senior community work supervisor to complete the EM installation, e.g. if the offender is a female, consider assigning a female senior community work supervisor to complete the installation if possible. Where possible the EM installation should be allocated to the senior community work supervisor most likely to manage the ongoing sentence (if imposed).
