Introduction

This topic outlines information about identifying and responding to CD EM equipment notifications.

Identifying faults

The monitoring company are responsible for identifying EM equipment issues.

 

CPPS staff will receive a CD EM notification from the monitoring company.  This contains steps to take to investigate the specific equipment issue.

Who is responsible?

The senior community work supervisor is responsible for investigating CD EM equipment notifications.

If the offender is subject to CD together with supervision or intensive supervision, then the probation officer should make a request to the senior community work supervisor to attend to any CD EM equipment notifications.

Timeframes

When a request to respond to an CD EM equipment notification is made, the senior community work supervisor must respond as soon as possible. This must be prior to the commencement of the next curfew, therefore the senior community work supervisor will need to schedule their response to ensure there is enough time to remedy the fault or swap out equipment if the fault is unable to be remedied at the initial home visit.

EM faults should be remedied during core working hours.

Steps to take

The following table outlines the steps for CPPS staff to take to respond to potential equipment faults when they have been identified.

 

Note: If available, take a reserve unit to the curfew address.  This will facilitate an immediate swap out if required.

Contact the monitoring company to confirm status of the EM equipment (i.e. is the fault current/still an issue?) This should be done from the office (i.e. not within an offender's hearing).

If there is…  then...
still a potential fault or issue with the equipment go to step 2.

Go to the curfew address, identify yourself and the purpose of your visit, then enter the curfew address.

Note: If the offender is supervised by a probation officer, then the probation officer should liaise with the senior community work supervisor who will visit the curfew address and respond to the fault.

Investigate the issue outlined on the CD EM equipment notification.

Liaise with the monitoring company as necessary to identify the fault and to determine the appropriate remedy while at the curfew address.

Identify, remedy and rectify fault.


If a remedy cannot be identified

If a remedy for the equipment fault cannot be identified, then the senior community work supervisor should undertake the steps outlined in the following table.

Phone the monitoring company and advise that the fault has not been remedied, and make a verbal request for an immediate equipment swap out. If equipment is required urgently ensure the monitoring company is aware of this.

Note: Do not conduct this conversation within hearing distance of the offender.

Determine when new equipment can be made available and when the faulty equipment can be swapped-out.

If new equipment… then…
can be made available prior to commencement of the next curfew

advise the offender that you will be returning to install new equipment prior to the commencement of the next curfew.

  • advise the offender that they are subject to the conditions of their court order
  • seek direction from the service manager about arrangements for monitoring the offender until new equipment can be obtained.
can be made available during the next curfew period (this will be from the reserve stock in consultation with the monitoring company)

 

  • seek direction from the service manager about arrangements for monitoring the offender until new equipment can be obtained, and
  • collect replacement equipment or arrange for it to be couriered immediately to you.

Note: The vast majority of faulty equipment will still be monitoring the offender, and should therefore be left at the curfew address until a replacement can be installed.

  • Return to the curfew address to remove faulty equipment upon receipt of the new equipment
  • install new equipment, and
  • leave curfew address.

Fill out the CD3 Faulty Equipment Swap-out Request and email this to the monitoring company.

  • Pack the equipment ready for dispatch to the courier company, and
  • dispatch the equipment on the arrival of the courier (who will be ordered by the monitoring company).

Record all actions taken in IOMS casenotes.


Note: If using a reserve unit, you must consult the monitoring company before installation.

Refusal to allow entry

If the offender or an occupant at the address refuses to allow the senior community work supervisor entry to the curfew address for the purpose of responding to an EM equipment fault then the following steps must be taken.

Record in IOMS casenotes:
  • the date and time of the refusal to allow entry
  • the curfew address
  • the name of the person who refused entry or if name is unknown a description of the person who refused entry, and
  • any reason given for refusing entry provided by the person.

Seek service manager advice/guidance to determine the appropriate steps thereafter.

Note: Guidance must be sought prior to the commencement of the next curfew.



Note: The senior community work supervisor must ensure that they have identified themselves and the purpose of their visit before any action for refusing entry can be taken.
