Introduction

This topic outlines information about preparing and finalising the sentence completion report for CD.

The purpose of the sentence completion report is to record the offender’s response to CD, and to determine their suitability for further CD should they re-offend.

Timeframe

The offender must be interviewed briefly for the preparation of the sentence completion report at the CPPS service centre two weeks prior to the sentence end date. This should take no longer than 15 minutes.

Staff should endeavour to give the offender at least one week’s notice of the scheduled interview.

The report should be finalised prior to the sentence end date.

Who is responsible?

The following table outlines the person who is responsible for preparing the sentence completion report.

If the offender is subject to… then the person responsible is the…
CD only; or CD and community work (CW), a fine and/or reparation Senior community work supervisor.
CD together with supervision or intensive supervision probation officer.


If offender also subject to another sentence

The CPPS staff member preparing the sentence completion report must check whether the offender will continue to serve one or more concurrent sentences.

This is to ensure that appropriate advice about ongoing obligations to any concurrent sentences can be provided to the offender at the completion of their CD.

Preparing the sentence completion report

The following table outlines the steps to take to prepare the sentence completion report for CD.

Send the offender a written instruction to report (ITR) directing them to report to the service centre for the interview at least two weeks prior to the sentence end date.

Complete file review focusing on compliance issues.

  • Determine:
    • whether the offender will be continuing to serve any concurrent sentence(s) after the completion of CD, or
    • whether any other concurrent sentence(s) will terminate on the same date
  • Make appropriate arrangements with other staff supervising those sentences

Interview the offender at the CPPS service centre in accordance with the ITR sent to the offender.

Discuss with the offender their compliance with their sentence and suitability for further CD should they re-offend.

Arrange a suitable time for the de-installation and recovery of the electronic monitoring (EM) equipment (liaise with the senior community work supervisor responsible to determine a suitable time as applicable).

Issue the offender with a written ITR for EM equipment de-installation and recovery at the curfew address.

Conclude interview with offender.

Prepare the sentence completion report using the CD5 Community Detention Sentence Completion Report Template. Copy and paste the completed report into IOMS notes.


Finalising the sentence completion report

If the offender is also subject to supervision or intensive supervision, then the finalisation of the report should occur at the offender’s next scheduled report in for supervision or intensive supervision (prior to, or as close as possible to, the sentence end date for CD). Otherwise, finalisation should occur at the time of the electronic monitoring equipment de-installation and recovery.

If the offender raises any concerns with the content of the report, note these on the report and record in IOMS casenotes.

Sign the sentence completion report, and obtain the offender’s signature to confirm they have discussed and received a copy of the report.

Give the offender a copy of the report.

Record in IOMS casenotes that the sentence completion report has been signed and finalised.
