Introduction

Unlike all other sentences and orders, for HD and RR the first part of the induction process includes both the initial induction (common to all sentences and orders) and some of the sentence specific induction.

Part one of the induction for HD or RR involves the:

  • offender
  • probation officer, and
  • security officer.

Note: It is likely that other family, whanau, or friends may be present during the induction. They should be included where appropriate.

Purpose

The purpose of the part one induction is to:

  • complete the initial induction of the offender into the sentence/order
  • ensure the offender is aware of the requirements of the electronically monitored elements of the sentence/order, and
  • install the EM equipment and commence the electronic monitoring part of the sentence/order.
Elements of part one induction

Part one induction has three elements. They involve:

  • an initial induction into the sentence/order
  • sentence specific induction relating to the electronically monitored aspects of the sentence/order, and
  • connection and the explanation of the monitoring equipment by the security officer.

The order of these elements will depend on when the security officer arrives at the property. The initial and sentence specific elements of the induction can occur before or after the connection of the monitoring equipment.

Notes:

  • Always identify the offender before the induction begins. If available, use the offender's photo in IOMS to identify them. If not available, request that the offender provide identification to confirm their identity. It is preferable that the probation officer sight photo identification if possible.
  • A probation officer must be present at all times when the offender is being connected to the EM equipment.
Connecting the equipment

Using the Chubb electronic monitoring checklist and working through the EM offender booklet, the security officer should:

  • explain the different parts of the EM equipment and how they work (site monitoring unit, bracelet, manual monitoring unit)
  • explain the role of EM monitoring staff
  • fit the electronic bracelet
  • set monitoring parameters and check range
  • test the equipment
  • read through the information booklet with offender (if applicable), and
  • confirm the comfort of the bracelet and offender's understanding of the process.

Notes:

  • A copy of the EM booklet should be left with the offender.
  • The probation officer is required to sign the Chubb electronic monitoring checklist to record that security officer completed the connection.
Initial induction

The elements of the induction to be completed by the probation officer should not take place in the presence of the security officer. This can either occur before the security officer arrives at the property or after they have left.

The probation officer must complete the initial induction, as is required for all sentences/orders managed by CPPS.

Sentence specific elements of part one induction

To complete the part one induction:

  • give a copy of the HD/RR booklet to the offender
  • review the offender's understanding of electronic equipment and the role of security staff
  • provide an overview of what to do in an emergency, and what constitutes an emergency
  • provide CPPS contact details, including an after-hours number
  • discuss (and if appropriate, approve and arrange) any required approved absences prior to the next meeting
  • explain the process and requirements of judicial monitoring (if applicable)
  • if the offender is only subject to RR at specific times, explain the requirements on the offender during the curfews, and that they are only able to have absences for humanitarian reasons, and
  • arrange the next meeting with the offender, and if possible family member(s) or relevant occupant(s) to complete part two of the induction process within one week of the start of the sentence/order.
Police notification

Within 24 hours following sentencing or release, the probation officer must notify the nearest 24 hour police station (i.e. station staffed on a 24 hour basis) of the offender's status either on HD or subject to RR.
