Timeframes
Part two induction could take place immediately following the first part, or at a different time. All induction must be completed within one week of starting the sentence/order.
Part two induction involves the:
- offender
- probation officer, and
- family and/or relevant occupant(s), if possible.
Purpose
The purpose of part two induction is to:
- ensure that the offender and the relevant occupant(s) have a clear understanding of the
- philosophy behind the sentence/order, and
- role that each person plays
- clarify any outstanding issues with the offender and family/relevant occupants, especially with regard to rights and expectations, and
- ensure that the offender is aware of the full range of requirements and obligations of the sentence/order.
Topics to cover
During this part, the probation officer will:
- discuss the purpose of EM, the sentence/order, including the importance of:
- surveillance
- programmes, and
- employment
- explain how the sentence management phases work and the requirements during each of those phases, including home visits and office visits
- ask the offender to consider providing a default address that they could go to if they have to move from the current address
- reinforce the compliance expectations of the sentence/order and the consequences of non-compliance
- facilitate discussion with the offender and family/relevant occupant(s), and answer any questions
- discuss the roles of the probation officer, monitoring company and the family/relevant others and how they impact upon the offender
- discuss a variety of issues, problems and emergencies that could arise, and offer suggestions for managing these situations successfully
- reinforce that any tampering with the equipment, or private use of the telephone handset or line (if applicable), constitutes non-compliance
- complete the re-integrative needs checklist (RNC)
- complete the AUDIT/DAST/NINE screening tests if they were not completed at the pre-sentence stage
- work through any parts of the Serving Time in the Community booklet or the HD/RR booklet that were not covered during the part one induction
- discuss and organise any immediate referrals (treatment, counselling, programmes etc.)
- ensure the offender is aware of all the standard and special conditions (including judicial/NZPB monitoring if applicable), and the consequences of failing to comply with the conditions, and
- advise the offender that they may also be subject to
- post detention conditions (if applicable) or
- parole (with partial or no RR) following the completion of the HD/RR component of the sentence/order.
