Introduction

Induction processes for HD and RR must occur as soon as possible following the offender's sentencing, release from prison, or NZPB hearing.

Chubb request for connection

Chubb require two working days notice for any request to have an offender connected to the EM equipment. To request an EM connection, send the Electronic Monitoring Connection request (CONN01) to Chubb via fax or email.

If the offender requires a telephone line, the notice for connection will depend on the timeframes provided by Chubb for the installation of a landline. This process will take at least 5 working days but will depend on the speed at which the telephone company can install a line.

Being on standby for HD

A probation officer is required to be on standby on the date of the sentencing for offenders where HD has been considered as a sentencing option.

Following the outcome of the sentencing, the probation officer at court should notify the probation officer in the area where the offender proposed to reside.

If the offender has been sentenced to HD, the probation officer in the area where the offender proposed to reside (i.e. where the proposed residence is) must contact Chubb and make a time to meet the offender and Chubb at the address to connect the offender to the monitoring equipment.

If the offender is not sentenced to HD, the probation officer will need to advise Chubb that the connection will not take place.

Induction for offenders with deferred sentence of HD

If an offender has had their sentence of HD deferred by the court, the probation officer should contact the offender prior to the start date of the sentence.

The probation officer should advise the offender:

  • of the requirements to go to, and remain at, the address on that date to be connected to the monitoring equipment
  • of the time that the connection will occur
  • that they will be detained at the address from that date, and that if they must be away from the address at any time on that date, they will need to request an approved absence, and
  • if the offender has approved work commitments, that they should take time off work to complete the connection and induction processes.

Note: Approved absences will be required for all subsequent attendance at work. This should be discussed with the offender prior to the start date, in order to minimise disruption to approved employment.

The probation officer should organise the connection as early as possible in the morning (e.g. 9am) on the start date of the sentence as the sentence begins on that date.
