Introduction

Being on the OWR does not always increase the frequency of offender reporting requirements, although it is anticipated that offenders may progress through the phases more slowly.

Reporting frequency for OWS offenders

OWS offenders are required to comply with the reporting requirements of their sentence/order or with OWS reporting requirements – whichever is the most restrictive/frequent reporting regime.

Scheduled home visits for OWS offenders

When an offender meets the OWS criteria and is registered on the OWR, the first scheduled home visit must be undertaken within 48 hours of the sentence/order commencing.

All other scheduled home visits for OWS offenders are undertaken according to normal sentence/order requirements as documented in the previous topic ‘Minimum Reporting Requirements’.

ES and life parole offenders on OWR

All offenders on extended supervision are to be included on the OWS throughout their order.

Refer to Minimum Reporting Requirements for life parole and ES.

The approval of the Regional Manager is required before a life parolee can be removed from the OWR.

Reducing reporting frequency of OWS offenders

If an offender has completed the first third of their sentence and the probation officer wants to reduce the frequency of reporting to fortnightly, then the following criteria must be met:

  • the probation officer is satisfied that the offender is established in the sentence and sentence plan activities are being complied with
  • the offender has completed all special conditions relating to programmes
  • fortnightly reporting must be less than the standard reporting requirements for that phase of the offender’s sentence/order, and
  • the Area Manager must approve the reduction.
