The offender plan enables the probation officer to plan and monitor progress towards sentence compliance.
It addresses offender needs identified through pre- and post-sentencing assessment processes. Offender needs may include:
The objectives are to be used when developing and managing the offender plan. Objectives are designed to focus intervention on factors that are directly related to identified offender needs, so that they have the greatest effect on reducing the offender's risk of re-offending.
Within the offender plan, objectives are grouped by type and by need. There are four domains within which the objectives are grouped.

Each offender plan should include the appropriate objectives for the offender and the conditions of the sentence. Rehabilitative and other needs (e.g. reintegrative) which have been identified through the assessment process should be matched with the most appropriate objectives.
