Introduction

This topic covers procedures and guidelines for monitoring and reporting on the offender???s compliance with the offender plan.

Probation officer tasks

When the offender reports, provide them with:

  • feedback
  • support
  • motivation, and
  • pro-social modelling.
What is monitored

Monitor the following offender details:

  • employment contact (or confirmation of employment details)
  • offender???s address
  • progress against the offender plan, and
  • any current or emerging risk issues.

Note: If any special conditions are to be met outside CPPS by another agency, adherence to those conditions is monitored through contact with the programme provider/agency.

Record keeping

Keep the following records of all monitoring and assessments up to date:

  • any changes to the offender???s details as a result of monitoring
  • any new information, including all offender details, addresses, phone numbers, contact people, etc., and
  • IOMS casenotes recording all contact with the offender???s:
    • employer
    • programme facilitator, sponsors, groups or people providing services to the offender, and
    • significant others.
Steps to take

Follow these steps to monitor and report on how an offender is complying with their offender plan.

Note: Enter casenotes against the sentence in IOMS after each step.

Maintain regular contact with, and obtain feedback from, others involved with the offender???s plan, e.g.

  • programme facilitators
  • support people, including family/wh??nau
  • agency liaison people, and
  • if applicable, the senior community work supervisor/ probation officer who is managing a concurrent sentence.

Note: Ensure that sponsors, agencies and facilitators are aware that they must notify the supervising probation officer promptly of:

  • failure to attend, or
  • any concerns identified regarding the offender (e.g. risk to self or others).

Does the offender comply?

  • If yes, provide positive feedback to the offender, and consider incentives, such as early cancellation (if applicable).
  • If no, go to step 3.

Take enforcement action as follows:

  • determine the:
    • nature and level of non-compliance
    • status of concurrent sentences, and
    • enforcement action required
  • review the offender plan, and
  • take appropriate enforcement action.

Note: If uncertain as to the appropriate action to take, discuss with a senior probation officer or service manager.
