Introduction

This topic provides guidelines for processing transfers out of the area, and includes responsibilities for managing the transfer.

The diagram below outlines the procedure the probation officer should follow to arrange a transfer.

Transfer Procedure

Applications to court and EM suitability

Transfers for offenders subject to home detention (HD), parole with residential restrictions (RR), or parole with a special condition related to residence will require an application to court or to the NZPB for variation of the residential condition.

Where the sentence involves electronic monitoring (EM) an enquiry should be undertaken by the receiving area to determine the suitability of the proposed address for EM.

Providing offender with the decision

The transferring probation officer must provide the offender with the approval/refusal decision in writing.

Completing the paperwork

The following table outlines the steps the probation officer must follow once the transfer has been approved.

Generate an instruction to report (ITR) in IOMS for the offender to report to the receiving service centre within 72 hours of the time they have advised they will become resident in the new area.

Check the sentence file to ensure that it contains all the relevant documentation. Where possible, collect any missing information.

Complete an event-based sentence plan review with 'Transfer' as the event.

Update all offender notes and details in IOMS.

Complete the transfer assessment.

Send the sentence file, ITR and transfer assessment to the service manager of the receiving service centre to arrive at least one day before the offender has been directed to report.

Record that the file has been sent in casenotes.
