Introduction

This topic provides information and guidelines for managing the transfer of an offender who has any convictions for child sex offending.

Stringent checks required

If an offender with convictions for child sex offending, including offenders on extended supervision, wishes to transfer to another probation area, there are stringent checks which must be undertaken before this can be approved.

Further issues which must be considered are:

  • any victim notification register (VNR) and victim issues (consult with the VNR coordinator)
  • accessibility of psychologist support/programmes, and
  • the offender???s ability to comply with standard and special conditions at the new location.
Assessing address suitability

A physical address check must be undertaken, and specific and detailed information gathered and considered. Service manager approval is required before an address can be approved.

Additional requirements for extended supervision

The process for transferring an offender on extended supervision order is the same as for all child sex offenders except that:

  • the area managers from both areas must approve the transfer
  • the offender must give at least one month???s notice of their wish to transfer, and
  • the proposed address must be checked and assessed in accordance with the guidelines for transfers.

Note: If an offender on extended supervision is proposing to live with children, this must be approved by the regional manager.
