Introduction

The work placement and BWLS assessment is undertaken with each offender individually. All offenders will be asked the questions relating to work placement. Only those with authorisation for BWLS will be asked the questions relating to BWLS suitability.

The work placement assessment process should be undertaken within 7 days of sentencing. The offender is to be:

  • actively involved in the assessment process
  • informed of the placement decision and the reasons for it, and
  • advised of their right to seek a review of the decision.

Note: Time taken for the offender to attend this assessment will be credited as sentence hours worked.

Prepare for the interview

Follow these steps to complete the sections relating to assessment of the offender's work placement. Use the work placement and BWLS assessment form.

Note: The steps relating to the BWLS assessment questions are contained in the next section of this chapter.

Review the offender's file and IOMS information.

Note:  The offender’s details should have been updated at the initial induction.

If the offender is subject to another sentence administered by CPPS, liaise with a probation officer managing the sentence to confirm the reporting and programme requirements of that sentence or order.

When dual sentences exist, CW reporting requirements must be confirmed with the probation officer(s) managing the other sentence.

Note: Requirements to attend programmes take precedence over the requirement to attend CW.

To consider the possibility of an agency-based placement, review:

  • combined criminal and traffic history, and
  • response to previous sentences.

If the offender appears unsuitable for agency placement, note the reason and discuss this with the offender at interview.

Note: Where information (particularly contact details) is already known, it should be confirmed with the offender at the interview.



Conduct the interview

Follow the steps below to conduct the work placement process of the assessment interview.

Explain the purpose of the work placement assessment to the offender.

Work through the sections relating to work placement in the assessment form with the offender.

Immediately address any reintegrative needs that are likely to impact on the offender’s ability to comply with the sentence requirements, through:

  • referral to an appropriate agency
  • working through issues with the offender, or
  • consideration of an application to cancel the sentence if not capable/suitable.

Assess the offender's suitability for a CWA placement using the principles and criteria outlined earlier in this section.

If deemed unsuitable, the offender will be placed at a CWC.

If there are serious concerns about the offender’s unsuitability for placement at a CWC, consideration will need to be given to having the sentence cancelled.

Discuss the assessment and decision with the offender.

Advise the offender of their right to a review of the decision, and explain the steps that need to be taken.

Issue an instruction to report (ITR) for either a CWA induction or a CWC induction.

Record the following in IOMS:

  • the placement decision
  • any supporting evidence
  • an update of the offender’s details
  • any safety or risk concerns (alerts if applicable), and
  • time taken for assessment (this is deducted from the offender’s CW hours).


If review requested

If the offender requests a review of the work placement assessment, arrange for the offender to meet with the service manager for a decision review. The service manager is to record the review decision in IOMS.

Next steps

Review the placement:

  • every three months during the quarterly progress assessment, and
  • whenever concurrent or cumulative sentences of CW are imposed.
