Introduction

This section covers the process for determining:

  • whether the offender has authorisation for basic work & living skills (BWLS), and
  • the offender’s suitability for progression to a referral for a detailed BWLS needs assessment with a programme provider.

The process is part of the work placement and BWLS assessment and should only be followed for community work (CW) offenders who have been granted authorisation for BWLS hours.

After the screening is completed, offenders will still need to be assessed by the relevant programme provider before a probation officer gives direction for BWLS training. Details on the process for programme provider assessment are contained in part VIII of this manual.
