Introduction

Offenders authorised for BWLS training are eligible to be referred to a BWLS provider for a detailed needs assessment if they have at least one identified need that may be addressed by an approved BWLS programme.

This section only provides information about the assessment process.

Steps to take

The following table outlines the steps required to:

  • screen for BWLS needs, and
  • determine eligibility for referral to a programme provider for a detailed BWLS needs assessment.

This procedure is only to be used with offenders who have

  • been authorised for BWLS
  • met the eligibility requirements, and
  • confirmed that they are willing to participate in the BWLS programme.

Note: Only screen for BWLS needs if there is a local provider in place, (e.g. do not screen for literacy needs if there is no local literacy provider).

Is the offender receiving a benefit?

  • If yes, go to step 2
  • If no, go to step 3

Screen for BWLS needs that could be met by Work and Income by checking whether the offender meets the eligibility criteria for referral to a Work and Income programme:

  • Do they have any immediate sustainable employment prospects?

If the answer is…

then…

no

the offender is eligible for referral to Work and Income.

yes

the offender is not eligible for referral to Work and Income.

Administer the BWLS literacy and numeracy screening tool if the offender:

  • appears to have literacy or numeracy difficulties, or
  • self-identifies as having literacy or numeracy difficulties.

Score the offender’s completed test.

If the offender scores…

then they are…

60 or less on the BURT reading test

eligible for referral to a literacy provider.

13 or less on the numeracy test

eligible for referral to a numeracy provider.



Work and Income have access to literacy and numeracy training and can address these needs together with other BWLS needs that the offender may have.

Note:  A referral to Work and Income will be sufficient if the offender meets both:

  • the screening and eligibility criteria for referral to a literacy and/or numeracy provider, and
  • the eligibility criteria for a referral to Work and Income.

If the offender identifies as Māori, discuss their cultural needs. If discussion indicates that they want to strengthen their understanding of tikanga, they are eligible for referral to a tikanga Māori programme.

Record the outcome from the BWLS screening in the BWLS section on the CW placement assessment form.



Next steps

Inform the offender of the outcome from their BWLS screening.

If the offender…

then…

met the screening and eligibility criteria for one or more BWLS programme

advise them that the next step will be a referral to a programme provider or Work and Income for a detailed assessment.

did not meet the screening and eligibility criteria for any of the BWLS programmes

inform them that:

  • BWLS training will not be progressed and,
  • they will complete their CW sentence as CW hours..
