Introduction

The CWC is responsible for providing food for the work party on a work project. The rules detailed below apply to food and refreshment breaks.

Legislative references:

  • Health and Safety in Employment Act 1992.
  • Community Work Centre Rules 2008.
Rule Detail

Work parties must be self-sufficient

All work parties must be self-sufficient and should not rely on using the project sponsor’s facilities for preparation or provision of food or refreshment.

Special dietary requirements

Any special dietary requirements of the offender, as identified during the case management interview, must be catered for, e.g. medical, cultural, religious or other special dietary needs.

No offender may bring their own food or drink to the CWC or work site, except where specifically negotiated with the probation officer, e.g. if special dietary requirements exceed budget allowances.

Supervisor responsibilities

Under no circumstance may the community work supervisor either stop while traveling or leave the work site to obtain food or drink for themselves or any offender.

The community work supervisor is responsible for providing food and drink for themselves. Anything they bring to the CWC is only for their own consumption.

The community work supervisor may not provide any food to any offender except what is provided by the CWC.

Food, drink and containers

Each offender must be provided with daily rations of appropriate quantity and nutritional value.

Important: Drinking water should be available to offenders at all times. If there is no water supply at the work site, water containers must be filled at the CWC before leaving for the site. Offenders’ own water bottles are to be empted upon arrival at the CWC and filled by/under the supervision of CWC staff.

Containers for perishable food must be airtight. Any meat must be vacuum-packed.

Food preparation

The following rules and guidelines apply to the preparation of food at the work site, where the work party equipment is used (rather than any facilities provided by the project sponsor).

  • The community work supervisor must ensure that food preparation is hygienic. Water, soap, disposable gloves, hand and tea towels are part of the equipment provided.
  • Food may be prepared by the:
    • offender(s), or
    • community work supervisor, as long as in doing so they can maintain constant supervision.
  • If the correct utensils and equipment are available, food that requires cooking must be cooked at the work site.
  • An LPG burner or thermette may be used for heating food and water.
  • All food equipment and utensils must be boiled on the work site or put through the dishwasher on return to the CWC.
  • All laundry is to be washed as appropriate on return to the CWC.
Checklist

Equipment is provided by the CWC for preparing food and refreshment, as detailed on the community work supervisor’s checklist.

This list is checked off before leaving the:

  • CWC at the start of the day, and
  • work site at the end of the day.

The community work supervisor is responsible for the equipment’s maintenance and ensuring that it is returned.
