Purpose of work project agreement

For each work project an agreement should be developed between CPPS and the project sponsor.

The purpose of the agreement is to:

  • ensure quality in the completion of the project to the project sponsor’s standard
  • minimise misunderstandings about each party’s obligations, and
  • reduce the rate or occurrence of petty theft from work sites.

Definition: The work site is the location or area where the work party performs the activities of the work project.

Contents of work project agreement

The following information is included in the work project agreement:

  • the responsibilities and obligations of each party
  • the work to be performed
  • the timeframe for the project, and
  • any other relevant details, (e.g. information about an indoor contingency project).

Note: The disclaimer of responsibility document must be attached to the agreement.

Confirm information with project sponsor

Before the work project agreement is signed, confirm with the project sponsor that the following details are understood.

The project sponsor:

  • must abide by the rules regarding tools and equipment, and
  • will be asked to complete:
    • a regular evaluation of the project (quarterly for long term projects), and
    • an evaluation on termination.

Ensure that the project sponsor is fully aware of the contents of the agreement before it is signed.

Plan with project sponsor

In the planning and establishment of the project, fully involve the project sponsor, and, if appropriate, involve the sponsor in the project work itself.

The planned level of the project sponsor’s involvement should be detailed in the agreement.

Distribute health and safety information

When the project work begins, distribute all the health and safety information relevant to the site and equipment to all offenders and staff who work on the site.

Make a note in the work project file that this has occurred. Staff and offenders must sign separate acknowledgments of this information which must be filed in the work project file.

Indoor contingency projects

Some projects may be set up as a contingency for wet weather. Ensure that the project sponsor of such an alternative project is aware of and accepts:

  • the intended use of their project as a contingency, and
  • the short notice that will apply to work done on the project.

This information must form part of the work project agreement.

When work is complete

When the work project has been completed:

  • review the project to confirm that all objectives were met, and
  • ask the project sponsor to complete the project sponsor satisfaction survey.
