Introduction

As part of the quarterly progress assessment consider whether it is appropriate to re-assess the appropriate workplace placement.

It may also be appropriate, during the quarterly review or at any other time, to undertake an event-based assessment to review the placement.

This section provides guidelines and procedures for undertaking placement re-assessments.

Offenders subject to centre placement

All offenders subject to a centre placement must have their progress reviewed, and be re-assessed for agency placement, within the first three months.

Subsequent re-assessment may be completed as the result of a quarterly review, or as an event-based assessment.

Offenders subject to agency placement

Offenders granted an agency placement may be re-assessed as the result of a quarterly review, or as an event-based assessment.

Situations requiring event-based assessments

An event-based assessment should be carried out:

  • in response to a change in the circumstances of the offender, e.g. employment, programme requirements
  • as a positive action in the case of positive achievement, e.g. possible transfer from centre to agency placement as a result of ongoing good performance
  • as a punitive action in the case of breach of the sentence, e.g. possible transfer from agency to centre placement as a result of poor performance
  • in response to further offending, or
  • in response to further sentence of CW being imposed.
Steps to take to re-assess CWC placement

The following table outlines the steps to take for completing a re-assessment for an offender subject to a CWC assessment.

  • Review available information relating to the offender, including:
    • initial work place assessment and decision
    • quarterly progress reports
    • information recorded in IOMS casenotes
    • information contained in daily work sheets and discussion with community work supervisor
    • types of work projects undertaken/skills available, and
  • check for any further convictions, and
  • discuss possible agency placement with senior community work supervisor/probation officer managing agency placements (if applicable).

Interview the offender and complete the event-based review form.

Use the table below once the review has been undertaken.

If the…

then …

recommendation is for a community work agency (CWA)

issue an ITR for the offender to attend CWA induction and placement.

decision is marginal (there is some risk involved)

pass the assessment to the senior probation office or service manager for approval before any further action is taken.

offender is not considered suitable for CWA placement

advise the offender:

  • of the decision
  • of their right to request a review of the decision
  • and that there is no change to their current ITR.

Record the decision in IOMS casenotes, including any discussion with senior probation officer or service manager, and record the assessment hours against the sentence.

Note: After the 75% remission review point, the current centre placement should remain. At this point of the sentence it could be disruptive to move an offender.



Steps to take to re-assess CWA placement

The following table outlines the procedure for completing a re-assessment for an offender subject to a CWA placement.

    • summary of facts (if re-assessment due to further offending)
  • check for any further convictions, and
  • discuss with senior community work supervisor managing community work centre (if applicable).

offender is considered suitable to remain on CWA placement

advise the offender:

  • of the decision
  • of their right to request a review of the decision, and
  • that there is no change to their current ITR.

decision is marginal

pass the assessment to the senior probation office or service manager for approval before any further action is taken.

recommendation is for CWC

  • advise the offender of:
    • the decision
    • their right to request a review of the decision
  • issue an ITR for the offender to attend CWC induction, and
  • notify the CWA that the offender’s placement has been terminated.

Record the decision in IOMS casenotes, including any discussion with senior probation officer or service manager, and record the assessment hours against the sentence.

Note: It is considered as a general rule after the 75% remission review point, the current placement remains as at this point of the sentence it could be disruptive to move an offender.
