Purposes

The purposes of the CW sentence completion process are to:

  • record the offender’s response to their sentence of CW
  • determine the offender’s suitability for further CW sentences should they re-offend, and
  • consider remission of CW hours.
Tasks

The following tasks must be undertaken to carry out the CW sentence completion process:

  • prepare and finalise the sentence completion report
  • determine whether to grant full or partial remission, and
  • terminate the CW sentence in IOMS.
Timeframe

The following must occur before the offender completes their CW sentence:

  • preparation of the sentence completion report
  • determining whether or not to grant full or partial remission, and
  • confirming that all required hours have been completed (as community work or BWLS).

This should be completed as part of the 75% review of sentence.

Note: The CW sentence must only be terminated in IOMS once the offender has completed all of the required CW hours.

Who may carry out the sentence completion process

The CW completion process may be performed by CPPS staff who have:

  • been trained to carry out the sentence completion process, and
  • attained the required skills to consider and determine remission.
If offender is also subject to another sentence

The CPPS staff member carrying out the sentence completion process must check whether the offender will continue to serve one or more concurrent sentences.

This is to ensure that appropriate advice about ongoing obligations to any concurrent sentences can be provided to the offender at the completion of their CW.

Example: If the offender is also subject to another sentence they should be reminded of their ongoing obligations to that sentence even though their CW is finished.
