Introduction

This topic explains how to confirm the programme details for an approved programme with the offender.

BWLS ITR

The programme details and attendance requirements for an approved BWLS programme will be confirmed to the offender through the issue of a BWLS ITR.

Note: If you do not create the ITR as a BWLS ITR you will not be able to credit hours to BWLS in the report in screen.

Offender consent

Ensure that the offender is fully aware of the consequences of failing to complete BWLS programme (i.e. that the hours must then be repeated as CW hours).

All BWLS ITRs must include the following free text:

“I confirm that I have been fully informed of all the conditions and consequences of taking part in this BWLS programme. I consent to the requirements of this BWLS programme.”

Overnight programme

All BWLS ITRs that require one or more overnight stays must include the following free text:

“I agree to stay on site for the full programme, including any overnight stays, and to take part in all aspects of the programme.”

Steps to take

The following table outlines the steps to take to confirm the programme details with the offender.

Issue an ITR or letter directing the offender to attend a meeting to discuss a BWLS proposal.

Inform the offender of the specific details of the proposed programme, including:
  • programme provider
  • type of programme and content
  • start date
  • location or venue
  • participation arrangements (days, hours per day, residential, etc.)
  • total number of hours of participation required
  • number of hours that can be counted as BWLS hours and converted to CW hours, and
  • any other information available about the programme.

Advise the offender that they will be required to:
  • attend all scheduled training sessions
  • complete all of their agreed BWLS hours for any of them to be counted
  • have their timesheets completed by the provider
  • immediately inform their probation officer (within 3 days) if they:
    • cannot attend one or more of the planned sessions, or
    • stop attending
  • provide a reasonable (as defined by CPPS for CW) excuse if they do not complete all of the agreed BWLS hours, and
  • (if they do not comply with the conditions of the BWLS programme and a decision is made not to count their BWLS hours), complete all BWLS hours as CW hours, including redoing (as CW hours) any BWLS hours completed.

Note: Ensure that the offender has been issued with the BWLS information booklet.

Confirm with the offender that they:
  • wish to complete the programme
  • understand all of the requirements and implications involved
  • are aware of the content and requirements of the programme they are to attend
  • are willing to complete the programme (including any hours additional to their BWLS hours), and
  • do not have any barriers to participation (such as transportation difficulties, absence of child care, etc.).

Issue the offender with:
  • a BWLS ITR for the programme, and
  • a revised ITR for their CW (if required).

Ensure that you receive:
  • confirmation from the offender that they are willing to complete the entire BWLS programme as advised
  • the signed BWLS ITR, and
  • the signed CW ITR (if a new one was issued).
After the meeting…

Update IOMS casenotes with the:
  • BWLS ITR
  • date when the programme should be completed, and
  • new CW ITR details (if required).

Update the offender’s hard copy file with the following:

  • Place a copy of the BWLS ITR on the file.
  • Where the programme is longer than one week, make up the BWLS monitoring record so that the hours advised through the monitoring timesheets can easily be added, and a running total maintained.
