How non attendance is raised as an issue
If the offender does not attend the assessment meeting, you may be made aware of this either through:
- information on the PAC form, or
- direct contact with the provider or Work and Income (e.g. through a phone call).
Investigate the reason
The offender’s reason for not attending the assessment meeting must be investigated. To do this:
- issue an ITR or letter directing the offender to attend for an interview to investigate their reason for failing to attend the assessment meeting, and if appropriate
- contact the programme provider or Work and Income to find out whether they would be able to reschedule the assessment.
Did the offender have a reasonable excuse?
Does the offender have a reasonable excuse for failing to attend?

- if necessary, forward a new PAC form to the provider/ Work and Income
- diary ahead the two week date for return of the PAC form

- their excuse, and
- advise the offender that if they do not attend the rescheduled assessment, they cannot attend BWLS training.

- no, or
- yes, but the provider/Work and Income was not able -or willing- to reschedule the assessment

- record in IOMS casenotes that BWLS training will not be progressed for the offender, noting the reason(s) for this decision.
- advise the offender (in writing) that their BWLS training will not be progressed and they will complete their CW sentence as CW hours. In this situation the quarterly assessment in respect of this need/programme is not required.
