Introduction
This topic defines when a BWLS programme will be considered complete or terminated.
BWLS programme completion
The BWLS programme is complete when:
- all the scheduled programme hours have been delivered, or
- the offender has completed all of the authorised BWLS hours, as documented in their BWLS ITR, regardless of whether the training programme still has further hours to run.
BWLS programme termination
The BWLS programme is terminated:
- when the programme provider has postponed or cancelled the programme (for reasons unrelated to the offender), prior to the programme completion and there is no other programmes available that the offender could undertake to complete their BWLS hours
- if the offender’s BWLS ITR has been cancelled
- if the sentence is suspended or cancelled, or
- for any other reason considered necessary (e.g. breach action following repeated failure to report for community work hours).
Offender has further BWLS needs
Consider referring the offender to a further programme if:
- the offender:
- has other BWLS needs
- has BWLS hours remaining
- is willing to undertake a further BWLS programme, and
- there is sufficient time remaining in their sentence.
Offender has no further BWLS needs
If the offender has BWLS hours remaining but does not have further needs, the offender will complete the remaining hours available for BWLS as normal CW hours.
Offender has needs - programme not available
If the offender has BWLS hours remaining, and has further BWLS needs, but no suitable programme is available, they:
- will be scheduled to complete the remaining hours available for BWLS as normal CW hours, and
- can be re-considered for a suitable programme if one becomes available within their sentence timeframe.
