Introduction
The service manager will assess every offender against the criteria for inclusion in the OWR at the start of a sentence/order.
Use the Assessment Criteria Form OWS2 in the online manual to assess offenders for inclusion in the register.
Criteria for inclusion
Offenders are to be added to the OWR where they match criteria with a total combined weighting of 4 or more.
Override
In some circumstances a service manager may include or exclude an offender from the OWR, even though the assessment score does not support that action (e.g. in the case of a sex offender where they may score lower but are a higher risk).
In all cases where override is employed, the ‘Override’ field in IOMS OWR is to be completed by the service manager who approved the override, setting out the reasons for the decision. This ensures that the ‘Created By’ field in OWR displays the name of the service manager who approved the override.
Inclusion on register
An offender can be added to the register at any time while their sentence, order or licence is being managed.
Probation officers should apply to the service manager to add an offender to the register if a change in circumstances means that the offender meets the criteria for inclusion.
Where specific circumstances exist or arise that are not included in the criteria, but which justify the placement on the register, the offender can be added to the register at the discretion of the service manager.
Exclusion from register
A service manager may choose not to place an offender on the OWR in circumstances where it is considered desirable and safe to do so, even if the offender meets the criteria. The exception is in cases of life parole/indeterminate sentences. Refer to the paragraph in this topic 'Removal from register'.
Removal register
Where a service manager considers that an offender no longer meets the criteria, they are removed from active OWS status.
Note: It is expected that life parolees will remain on the OWS for at least three years following their release from prison.
Only the Director of Psychological Services can mandate the removal of an offender from the HRX register.
Complete the following steps to remove an offender from active OWS status in IOMS.

The OWR flag
The action of end dating an entry in the OWR turns the OWR flag in IOMS from Red to Black, placing the offender into the category of having previously met the criteria.
Updating IOMS casenotes
In all cases where an offender is removed from the register at a date other than the sentence termination date, a casenote must also be entered in IOMS setting out the reasons for the decision.
