Introduction

The purpose of the offender warning system (OWS) is to enhance public safety by effectively identifying and managing offenders who present a significant risk to the public, CPPS staff or themselves.

The OWS alerts Corrections staff to any safety risks when working with certain offenders. It does this via a warning flag that appears on the offender record in IOMS.

The OWS comprises:

  • an assessment criteria
  • an offender warning register (OWR) situated in IOMS
  • accompanying tools in the forms of templates/forms etc.

Effective Management

Effective management will be achieved by:

  • using a consistent process to select and register appropriate offenders
  • ensuring that all CPPS staff know where to access and view offender warning details, when using the OWR functionality within IOMS.
  • ensuring that the identified offenders are regularly monitored and the OWR in IOMS is accurately maintained
  • providing a set of instructions and ensuring appropriate management regimes are applied to all offenders on the register.
