Process to determine HRX offenders

The Director, Psychological Service (DPS) or his/her delegate, must review each potential offender and decide whether an offender is an HRX offender or not. On a sampling basis these decisions will be peer reviewed.

Activating an HRX flag in IOMS

PS will activate an HRX flag in the offender's IOMS record following the decision being made by the DPS or his/her delegate.

The HRX flag will appear in red on the offender header screen in IOMS. When the HRX Flag is activated, it will also be end dated to expire on the offender's sentence end date.

Reassessing offenders on long term reporting periods

Offenders on long-term reporting periods (e.g., those on life parole or sentenced to Preventive Detention) will have their HRX status re-assessed by the DPS following application from their Supervising Probation Officer when any special conditions imposed by the NZPB expire, or after 3 years (as one uninterrupted period) since their release from prison, whichever is the earlier, with a view to end-dating the HRX status. The key consideration will be that the offender has been free of involvement in serious crime.

Removing HRX flag status

As a result of a re-assessment, the DPS may direct that an offender's HRX Flag status be removed.
