Identifying potential Highest Risk Offenders
The Psychological Service will use the criteria below to identify a pool of potential HRX offenders who have a very high probability of re-offending.
Criteria for identifying potential HRX offenders
At least once a month the Psychological Service (PS) will run a query to extract from IOMS all sentenced prisoners who are within eight calendar months of their first NZ Parole Board appearance* and who are identified in any of the following HRX categories:
i. Prisoners serving a sentence of 5 years or more as a single term (not a combination of sentences) for serious sexual and/or serious violent offending, and who have a RoC/RoI score of 0.7 or above or prisoners serving a sentence of 5 years or more as a single term (not a combination of sentences) for serious sexual and/or serious violent offending, and who have previously been imprisoned for sexual and/or serious violent offending, and who have a RoC/RoI score of below 0.7 will also be considered for inclusion under this category.
ii. Prisoners serving a sentence of 5 years or more as a single term (not a combination of sentences) for serious sexual and/or serious violent offending and who score in the high category on the STATIC-AS.
iii. Prisoners who are subject to an order made pursuant to S.105 of the Criminal Justice Act 1985 or S.107 of the Parole Act 2002.
iv. Prisoners serving a sentence of Preventive Detention.
v. Offenders who had a HRX flag end-dated will be considered for HRX flag reactivation following re-imprisonment for further offences.
vi. Prisoners and offenders who pose an undue risk of further serious violent and/or sexual offending on the basis of historical factors and clinical indicators and who are not covered under categories i-v above.
* With the exception that all prisoners serving an indeterminate sentence will be considered by PS within two months of reception.
