Performance criteria

CPS will complete a SPI for every Level 2 report and ensure it is marked as complete in IOMS within the following timeframes:

  • 80% within 48 hours of sentencing, and
  • 100% within 7 days of sentencing.

Volume targets

Volume targets are established with the following caveat:

"The provision of pre-sentence reports and SPIs is determined by demand for reports and can fluctuate significantly. CPS will endeavour to complete a Level 2 report for all offenders for whom a report has been requested by the Court and as required by the business rules and CPS manuals."

It is agreed, subject to the caveat above, that 75% of eligible inmate receptions should have a completed SPI pre-sentence.

An eligible inmate is an inmate categorised as either "motivation" or"intervention".

Meeting targets

The agreed volume of SPIs to be provided to PPS are targets. These targets may be exceeded or not met every month for the following reasons:

  • the Court did not call for a Level 2 report on sentenced inmates
  • RoC*RoI changed from low to medium or high following sentencing, or
  • a report was completed on the offender within the previous 12 months.

Each CPS Area and prison has a separate estimated volume of SPIs to be completed.

Reference: The estimated volumes can be found in the Appendix to the National Agreement for the Provision of OCNs and SPIs between CPS and PPS.
