Purpose of the manual

The purpose of this manual is two-fold. It is designed to be:

  • used in offender management training, and
  • a reference resource for the offender management process.

PPM

This manual does not supersede the "Prison Service Operations Manual" (PSOM), which provides instructions to Prison Services employees on the day-to-day activities relating to managing a prison.

Users of the manual

The users of this manual are trained Prison Services staff, some of whom carry out the functions of:

  • sentence planners
  • schedulers
  • case officers.

How the manual is organised

The manual is organised as follows:

  • The first part gives broad information, which you need to be familiar with before looking at the process in detail.
  • Each phase of the process has its own part in the manual.
  • A separate section entitled "PS Offender Management Forms" contains relevant forms, checklists and job aids. Activity progress forms are used for feedback on a prisoner’s progress on particular activities.
