Design framework

The key features below were derived from the following design framework. There are five dimensions to the offender management framework, as follows:

1. Scope

All offender risks and needs relevant to their management are addressed.

2. Sentence Length

The entire sentence length, not just an offender’s time in prison, is considered.

3. Integration

Offender management integrates between services and integrates potentially competing activities within a plan.

4. Rule-governed

Formal rules for key planning and decision-making are given.

5. Categorisation

Prisoners with like management characteristics are grouped, while a focus is retained on the individual risks and needs of a prisoner.

Key features

Below is a description of the key features of the offender management process.

Prisoner management categories

The creation of categories under which prisoners are managed. This supports the concept of targeting offender plans to meet the needs of a prisoner.

Assessment

Enables plans to be developed, reviewed and updated based on prisoner needs.

Offender management activities

Activities are based on assessed needs.

Eligibility criteria

Rules for deciding eligibility to ensure appropriate targeting and consistency in decision-making.

Offender plan

Provides the focal point for recording and managing prisoner activities within the sentence.
