A.08 Prisoner Security Classification

Authority for decisions

• Any decisions relating to Security Classification can be made only by the Chief Executive or lawful delegate.

• The authority for delegation is set out in the Chief Executive Delegated Authorities for Prisoner Management to Persons Holding Staff Positions within the Prisons Service issued under section 41 of the State Sector Act 1988.

Policy Standard

• An initial Security Classification must be assigned to every prisoner including those sentenced to three months or less within fourteen (14) days of admission unless the prisoner is to be released within 21 days of initial reception (in which case a security classification is discretionary).

Performance Standards

1. All sentenced prisoners will be assigned an initial security classification within fourteen days of the date on which a prisoner is received at a prison.
2. Security classifications are assigned in accordance with the Corrections Regulations 2005 and in accordance with the guidelines contained in this Policy & Procedures Manual Section A.08 Security Classification.
3. Prisoners' security classification procedures are completed electronically on the Integrated Offender Management System (IOMS).
4. An initial security classification must be assigned to any prisoner who is recalled to a prison on a final recall to continue serving a sentence.
5. Prisoners' security classifications are reviewed within the timeframes outlined in the Corrections Act 2004 and in accordance with the guidelines contained in this Policy & Procedures Manual Section A.08 Security Classification.
6. A prisoner will be placed in a unit consistent with their security classification taking into account the availability of accommodation and the safe custody and welfare of other prisoners.
7. Staff are trained and competent to use the security classification system on IOMS taking into account the requirements of this Policy & Procedures Manual Section A.08 Security Classification of Sentenced Prisoners.
