Staff attendance at regular NZPB hearings

Prison Managers will, prior to the Parole Board convening a regular hearing at their prison, briefly meet with the Parole Board to discuss any issues they may have.

In circumstances where the Prison Manager is not available, the Assistant Prison Manager (APM) or Manager Custodial Services (MCS) should attend on the Prison Manager’s behalf.

Although Prison Managers will not normally attend the full Parole Board hearing, the Parole Board may request them to attend or they may choose to attend.

Unit Managers will attend all Parole Board Hearings with prisoners from their unit, except in exceptional circumstances. In such circumstances, where the Unit Manager can not attend, the Unit PCO can represent the Unit Manager when justified and approved by the Prison Manager.

Unit staff will provide the Unit Manager with a copy of the ‘NZPB Briefing Sheet’ containing any additional information, since the completion of the Parole Assessment Report, to update the Parole Board.

Staff attendance at extended NZPB hearings

Before the Parole Board convenes for an extended hearing, it will meet to discuss any issues with:

  • the Prison Manager at that site
  • the MSP for that region, or a PCO Sentence Planning acting on their behalf.

Although the Prison Manager and Manager Sentence Planning (or PCO Sentence Planning) will not normally attend the full extended Parole Board hearing, the Parole Board may request their attendance or they may choose to do so.

Unit Managers at the site of the extended hearing will attend with prisoners from their unit. Unit Managers from other sites will approve the NZPB briefing sheet for prisoners attending from their unit, which will be taken to the hearing by the escorting PCO. Alternatively, they can attend if they choose to.

The Manager Sentence Planning from regions outside that of the hearing are responsible for briefing the Manager Sentence Planning or the PCO Sentence Planning (whichever is attending) of any significant issues that need to be raised.
