- Prisoners in work parties are monitored to ensure they are at their correct location.
Service Level Agreement
Each site has a local Service Level Agreement between PS and CIE. The agreement includes details of:
- Work Party Collection Points
- Central Communications Point
- Work Party Handover procedures
- Prisoner Location Check procedures
- Responsibilities and procedures for getting prisoners to appointments during the working day.
Work Party Collection Point
- Work Party Collection Points are where the handover of work party prisoners takes place between PS and CIE, as agreed in the Service Level Agreement.
Central Point
The Central Point, often a Control Room or Wing Office, where:
- Communications with Work Parties are maintained
- CIE Instructors call in Prisoners Location Checks; and
- Work Party Prisoner Location Checks are recorded and compiled.
B.03.03 Roles and Responsibilities
Approving prisoners to work outside a secure perimeter
- Prison Managers are to assure themselves that if they delegate the approval for prisoners to work outside a secure perimeter to other managers, that the process in place locally is robust.
- The “Assessment / Approval for Prisoners to Work Outside a Secure Perimeter” Form (B.03.03.F2) should be used to facilitate the process.
- Form B.03.03.F2 is a minimum requirement and can be modified on each site to meet local needs. Information required in the current national form must be retained on any local variance.
- The "Assessment / Approval for Prisoner to Work Outside a Secure Perimeter" form (B.03.03.F2) must be also completed for prisoners that leave the confines of the secure perimeter for any other purpose e.g. sport field outside wire and under supervision of staff.
Note: Work gangs / work parties do not come within the actual or intended meaning of section 62, 64 and regulation 29. They are not Temporary Removals (see PPM A.09.03 Temporary Removals).
PS Unit staff
- PS Unit staff are responsible for the preparation of the “Prisoner Work Party Handover” form (B.03.03.F1).
- Complete the areas of the form that are not highlighted in bold italics.
- Once the Unit staff member has completed their parts of the form, they hand the form to the CIE staff member at the Work Party Collection Point.
CIE Staff member
- CIE Staff Members are responsible for collecting Work Party prisoners from the Work Party Collection Point:

B.03.03 Prisoner Work Party Handover Form (B.03.03.F1)
Preparation of Form
- The Prisoner Work Party Handover form (B.03.03.F1) is prepared by the unit / units that the Work Party prisoners are collected from.
- The CIE staff member completes entries in the parts of the form that are headed in bold italic.
- PS staff members are responsible for completing all other areas of the form.
