Regional Managers

  1. Notify National Office of any contact visits approved for IDU Status prisoners.

Prison Manager

  1. Approves a written list of delegates who may authorise requests for testing a prisoner under the reasonable grounds provision that are accompanied by an incident report or a Crime Prevention Information Report.  The delegates on the list may be identified by rank or by name.

Crime Prevention Officers/Designated Collection Officer

  1. Retrieve names of prisoners selected by the computer programme for random testing each week.
  2. Undertake sample collection process.
  3. Receive laboratory analyst’s certificate.
  4. Give Unit Manager a copy of the analyst’s certificate.
  5. Initiate analysis of B sample if prisoner has elected for independent analysis.
  6. Enter detail of sample collection process and update prisoner drug record, including IDU Status on IOMS.
  7. Advise National Office when prisoners are placed on IDU Status for a drug related offence other than a positive test result.
  8. Carry out sample collection procedures for “removal from IDU Status” tests.

Unit Managers

  1. Give prisoner a copy of the analyst’s certificate
  2. If result is positive advise prisoner of right to have second (B) sample independently analysed.
  3. Provide CPO with advice of prisoner request to have B sample analysed.
  4. Arrange for a copy of the analyst’s certificate to be placed on prisoner’s file.
  5. Prepare charge against prisoner.
  6. Advise CPO of result of disciplinary hearing.
  7. Responsible for special management of IDU Status prisoners.
  8. Advise CPO when prisoner’s period of non contact visits is completed.
  9. Advise CPO if prisoners request tests for the purpose of conversion to non-IDU Status.
  10. Review work placements of IDU Status prisoners in consultation with CIE Site Operations Manager and the CPO.

Medical Officer/staff member who is a nurse

  1. Certify that there are medical or psychological reasons why a prisoner cannot provide a urine sample.
  2. Certify that a drug or alcohol found as a result of testing was or was not prescribed.

Unit Staff

  1. Complete incident reports when they have reasonable cause to believe prisoners have used drugs or alcohol.
