Procedure Standard

The management, control, sale, accumulation or disposal of hobby items is conducted in a documented, efficient and effective manner.

Procedure

Undertaking a hobby activity

  1. Prison manager authorises the list of approved hobby activities for the site / units.
  2. Each prison and / or unit has a list of approved hobby activities that can be undertaken by prisoners.
  3. Each prison and / or unit has a documented procedure to manage, control and account for prisoner's hobby tools.
  4. Hobby activities and tools are restricted to approved unit's hobby room(s).
  5. Hobby Tools are securely stored when not in use.
  6. No hobby item(s) are to be taken from the hobby room to a prisoner's cell unless approved by the unit manager in accordance with cell standards and Health and Safety considerations.
  7. Prisoners wishing to undertake approved hobby activities request approval in writing from their respective unit manager or delegated person(s).
  8. Unit manager or delegate considers the request and approves or declines the hobby activity request as appropriate.
  9. A complete copy of the B.07.02.F1 Hobby Activity Request Form is placed on the prisoners Prisoner File.
  10. Prisoners under disciplinary penalties and housed in At Risk units are excluded from participating in hobby activities.
  11. Prisoners must seek approval from the unit manager to undertake a subsequent hobby activity:
    • on completion of a preceding hobby item
    • once a completed hobby item has been retained, stored, gifted or sold.
  12. Prisoners may retain or store only one completed hobby item.

Disposal of a hobby item

  1. Prisoners will apply to the unit manager or delegate to store, sell, exhibit, gift or dispose of a hobby item, through PPM-B.07.02.F3 Authority for Prisoner to Sell, Gift or Exhibit a Hobby Item.
  2. The unit manager will confirm if the prisoner is High Risk High Profile or not and make a recommendation to the prison manager for the approval or refusal of the application.
  3. The unit manager must state a reason if the approval of the application is not recommended.
  4. Prison managers have final authority to either approve or decline a request.
  5. The hobby items are stored, sold, exhibited, gifted or disposed of accordingly.
  6. Staff members may buy hobby items and / or receive gifts / gratuities from prisoners in accordance with PPM G.05.03.R4 Staff Receiving Items from Prisoner.
