Policy Standard

All prisoner fundraising activities are sanctioned and approved in accordance with policy guidelines

Policy Requirements

  1. All prisoner fundraising activities require approval from the organisation for which the prisoner wants to fundraise.
  2. No personal details regarding the prisoner or prisoners wanting to fundraise for the organisation are provided to the organisation.
  3. Prisoners completing the “fundraising request form” and “prisoner fundraising letter to potential sponsors” are to be given as much assistance as required to complete the form.
  4. The Prison Manager will make a decision about whether the proposed fundraising activity can occur in the prison. In situations where the proposed activity is not practicable in a prison environment the prisoner will be advised of this decision.
  5. Prisoner fundraising activities cannot begin until approved by the Prison Manager, the organisation has notified the prison of their agreement to the prisoner fundraising activity, and the Regional Manager, General Manager PS and Head Office Communications Unit have been advised of this organisation’s agreement.
  6. Prisoners must not provide their name to potential sponsors.
  7. Prisoners can continue to make donations to organisations out of their trust account without requiring approval from the Prison Manager.

Procedure

The steps in the following table must be followed when a prisoner or prisoners want to undertake fundraising activities.

Step Action
1 Prisoner requests form (B.07.01.F1) “Prisoner Fundraising Request” from unit staff.
2 Prisoner is given Section A of the form and completes this section, clearly outlining what the proposed fundraising activity involves.
3 Prisoner returns the form to unit staff, who then forward the completed form to the Prison Manager.

The Prison Manager assesses the prisoner’s request to determine whether the proposed fundraising activity can be facilitated in the prison (e.g. does not affect the safety of any person, or security of the prison, or contribute to the likelihood of re-offending by the prisoner).

If the request is DECLINED go to 4B.

If the request is APPROVED go to 5.

4B

Where the Prison Manager determines that the prisoner’s request cannot be facilitated in the prison, the proposed fundraising activity is declined and the Prison Manager:

  • Documents the reasons for the request being declined in Section A1, and
  • Notifies the prisoner that the proposed fundraising activity has been declined, and the reasons for this decision, and
  • Ensures that Sections A and A1 of the form are placed on the prisoner’s file (Category E)

No further action on this request is required.

5 If the fundraising activity can be facilitated in the prison, the request is APPROVED for forwarding to the organisation for their agreement, and the Prison Manager completes the boxes in Section B.

The Prison Manager either faxes or posts the completed form Section B and blank Section C to the organisation.

The method of transmission of the form to the organisation is indicated in Section A1, and Sections A and A1 are retained by the Prison Manager.

When the organisation completes and returns Section B and Section C, the Prison Manager:

  • Notes in Section A1 the date the completed Section C was received from the organisation, and
  • Notes in Section A1 whether the organisation has agreed or disagreed to the prisoner’s proposed fundraising activity, and
  • Notifies the prisoner(s) of the organisation’s decision and whether they can proceed with the fundraising.
7A If the organisation AGREES to the prisoner’s request, the Prison Manager notifies the:
  • Regional Manager
  • General Manager PS
  • Head Office Executive Services Communications Unit

This notification can be either by posting or faxing copies of all sections of the completed B.07.01.F1 form.

A copy of the completed form Sections A and A1 are placed on the prisoner’s file (Category E).

The Prison Manager retains Section B and Section C for future reference.

Prisoners who are approved to undertake fundraising activities are provided with copies of the “prisoner fundraising letter to potential sponsors” (B.07.01.F2) by unit staff.

The prisoner completes the boxes on the form marked with a *, including a clear outline of what type of sponsorship is requested from the potential sponsor.

The prisoner must not include their name on this form.

11 The prisoner returns the completed (B.07.01.F2) form(s) and the Unit Manager completes the “unit manager name box”, ensures that the form does not include the prisoner’s name and hands back to the prisoner for posting.

Roles and Responsibilities


Prisoner
  1. Requests form (B.07.01.F1) from unit staff when wanting to undertake fundraising activities for an organisation.
  2. Completes Section A of form (B.07.01.F1).
  3. Returns completed form to unit staff.
  4. Awaits notification of Prison Manager’s and organisation’s decision before proposed fundraising activities begin.
  5. Where fundraising activity has been approved by the organisation, completes the appropriate sections (fields marked with a *) of form (B.07.01.F2).
Unit Staff
  1. Provides Section A of form (B.07.01.F1) to prisoners when this form is requested.
  2. Assists prisoner to complete Section A of form (B.07.01.F1) when requested.
  3. Ensures Prison Manager receives completed Section A of form (B.07.01.F1) when the form is received from prisoner wanting to undertake fundraising activities for an organisation.
  4. Provides copies of the form (B.07.01.F2) to prisoners who have had prisoner fundraising activities approved.
  5. If required, assists prisoner with completion of form (B.07.01.F2) when a prisoner wants to write to potential sponsors.
Prison Manager
  1. Receives completed Section A of (B.07.01.F1) form.
  2. Assesses the prisoner’s proposed fundraising activity and makes a decision to approve or decline the activity based on whether it can be facilitated in a prison environment.
  3. Advises prisoner if the proposed fundraising activity is declined because the activity cannot be facilitated in a prison (due to the proposed activity affecting the safety of any person, or the security of the prison, or contributing to the likelihood of re-offending by the prisoner).
  4. If the prisoner fundraising request is APPROVED for forwarding to the organisation for their agreement, completes Section B and faxes or posts the completed Section B and blank Section C to the organisation.
  5. Ticks applicable method of transmission of form to the organisation on Section A1, and retains Sections A and A1 until confirmation is received from the organisation.
  6. Notifies prisoner or prisoners of organisation’s decision when received from the organisation.
  7. Completes Section A1 with required information.
  8. If the organisation AGREES to prisoners fundraising for them, ensures that a copy of the entire form is provided to the Regional Manager, General Manager PS and Head Office Executive Services Communications Unit.
  9. Ensures that Sections A and A1 of the form are filed on the prisoner’s file (Category E) and Sections B and C (if applicable) are stored for future reference.
Unit Manager
  1. Receives completed form (B.07.01.F2) from the prisoner who has been approved to undertake fundraising activities.
  2. Ensures that the prisoner’s name / prisoners’ names are not included on the form (B.07.01.F2).
  3. Completes the Unit Manager’s name box on the form.
  4. Returns the form to the prisoner for posting.
