National Requirement

The issues to be considered when determining whether or not an item will be restricted or prohibited include:

  • The opportunity for a prisoner to undertake the reasonable pursuit or development of an activity.
  • The degree of support from the prisoner's sentence manager.
  • The degree of support from the prison's cultural development group.
  • The degree of risk to the health and safety of others.
  • The degree to which the item can be controlled, stored, managed and/or supervised.
  • The degree to which the items are readily available within the general community.
  • The degree to which any restriction is placed upon the item by recognised organisations or people external to the prison. This may include such organisations as the Office of the Film and Video Classification, Iwi groups, and the Ministry of Health.
  • The degree to which other similar organisations restrict the item. Similar organisations include other prisons or units with similar circumstances, and psychiatric hospitals.
  • The degree to which the prisoner's cell will become cluttered and/or inhibit the effective searching of the cell.
