Managing C&R Video Equipment

  1. Each prison will have at least one hand-held video camera for the purpose of filming planned use of force or other major incidents.
  2. Each prison will have an appointed Video Equipment Coordinator. The Video Equipment Coordinator will be responsible for the overall management of the video equipment within their prison, including:
    • Equipment is stored, secured and maintained appropriately
    • Battery management
    • Videotape management and purchasing
    • Training
    • Processing requests for repairs and maintenance of video equipment
  3. Staff are trained in the operation of video equipment and the legislation for video recording.
  4. Video equipment is stored and maintained appropriately.
  5. Video equipment is readily operational.
  6. Camera batteries are charged at all times.
  7. Sufficient amount of tapes are available for any incident.
  8. All defects to video equipment will be reported immediately to the Video Equipment Coordinator.

Video Equipment Standards

  1. Video Camera, including:
    • Carry case
    • Battery
    • Tape
  2. Video Batteries
    • Each prison shall have at least two spare batteries per video camera
    • Each battery shall be fully charged at all times.
  3. Video Tapes
    • Each prison shall have at least five blank tapes available at all times

Maintenance

  • Video equipment is maintained according to specifications stated by the manufacturer

Key Roles and Responsibilities

Prison Manager

  • Assigns Video Equipment Coordinator
  • Assists Video Equipment Coordinator in managing video equipment
  • Assigns Video Camera Operators
  • Ensures Video Camera Operators are trained to the required standard

Video Equipment Coordinator

  1. Is responsible for overall management of the video equipment, including:
    • Battery management
    • Training
    • Maintaining equipment
    • Processing repairs and maintenance requests
    • Purchasing additional video tapes
  2. Reports to Prison Manager when replacement tapes and batteries are required.
  3. Reports to Prison Manager any repairs and maintenance required.

Video Camera Operator

  • Reports any equipment defects to the Video Equipment Coordinator
